1943年1月间,蒋介石给国民党中央调查统计局(以下简称中统局)下了一条手令:“捕人之事应由司法机关办理,中统局是党务机关,今后不得捕人。”当时我任中统局本部秘书,曾目睹这一手令。
In January 1943, Chiang Kai-shek sent a warrant to the Central Bureau of Investigation and Statistics of the Kuomintang (hereinafter referred to as the Central Bureau of Investigation): “The arrest of a person should be handled by the judiciary and the Central Bureau of the Party is a party organ and no arrests will be made in the future.” I was Secretary of the Central Bureau of Bureau, witnessed this warrant.
