2002年,乘党的十六大召开之东风,借加入世界贸易组织和世界经济缓慢复苏之机遇,凭近年来持续扩大基础设施建设之积累,靠中央正确果断之宏观决策,中国经济呈现出健康加快发展的良好势头,经济结构调整步伐加快,经济总量跃上新的台阶,经济内在增长动力增强。展望2003年,尽管我们还面临着众多的挑战,还有许多问题需要解决,许多困难需要克服,但中国经济将会继续2002年的良好发展势头,续写辉煌。上述判断的主要依据是:
