《中华人民共和国保险法》(以下简称《保险法》)的制定,是我国经济体制改革深入发展的必然结果,是保险事业向社会主义市场经济转轨的内在要求。它的颁布和实施,必将加速保险事业发展的步伐,使我国的保险事业步入历史发展的新时期。 一、《保险法》的制定,使人们增强保险意识,形成良好的社会心态,为保险事业的发展打下了广泛的群众基础。 新中国的保险事业是随着中华人民共和国的成立而诞生的,先后经历了发展——停办——恢复——再发展的坎坷历程。由于过去人保公司“一统天下”,保险宣传缺乏力度、深度和广度,加上国家没有保险法和完整的、足以影响人们意识的保险法规体系,因此,保险信息传递的渠道甚少,人们对保险的认识只能从人保公司的局部宣传及周围发生的有限的保险活动中去获得。这种“感官式”的认识方式是原始的、被动的,感受到的保险信息也必将是零碎的、断层的东西,其作用于人们头脑中的“烙印效应”也是十分肤浅的。
The enactment of the “Insurance Law of the People’s Republic of China” (hereinafter referred to as the “Insurance Law”) is an inevitable result of the in-depth development of China’s economic reform and an inherent requirement of the transition from insurance undertaking to socialist market economy. Its promulgation and implementation will surely speed up the development of the insurance industry and make our insurance industry enter a new period of historical development. First, the enactment of the “Insurance Law” has enabled people to enhance their awareness of insurance and form a good social mentality, laying a broad mass foundation for the development of the insurance industry. The insurance business in New China was born with the founding of the People’s Republic of China and successively experienced the ups and downs of development-stop-resume-re-development. Due to the lack of strength, depth and breadth of insurance publicity in the past, as well as the absence of a national insurance law and a complete insurance regulatory system that can affect people’s awareness, there are few channels for insurance information transmission. Awareness can only be obtained from the publicity of PICC and the limited insurance activities that occur around it. This “sensory” way of knowing is primitive and passive, and the insurance information we feel is bound to be fragmentary and faulty. The “imprinting effect” acting on people’s minds is also very superficial.
