随着我省经济结构的调整和社会保险制度改革进一步深化,负责基本养老保险费和失业保险费征收的社会保险经办机构受客观因素影响,在提高社会保险费收缴率和扩大社会保险覆盖面等方面有较大阻力。因此,必须改革社会保险费的征缴办法,强化征缴手段。2000年11月18日福建省第九届人民代表大会常务委员会第22次会议通过了《关于修改<福建省城镇企业职工基本养老保险条例>的决定》和《关于修改<福建省企业职工失业保险条例>的决定》,做出了“两费”由各级地方税务机关征收的修改。
