《秘书之友》2016年第4期发表了华婷同志的《该用“通知”“批复”还是“函”?》一文。该文关注的是《教育部办公厅关于同意安徽等7省(市)从2016年起普通高校招生统一考试使用全国卷的通知》(教学厅函〔2015〕32号)这一文件,认为“此文件发文字号没问题,但文种选择有问题。不管从文种的用途还是行文关系而言,此文件用通知是不妥的,也不能用批复,只能用函,标题应改为《教育部办公厅关于同意安徽等7省(市)
