2001年,实施“走出去”战略正式写入我国“十五”计划,并得到八届人大四次会议的确认。党的十六大报告指出:实施“走出去”战略是对外开放新阶段的重大举措。预计未来5-10年,“走出去”战略将在我国经济发展和对外开放中发挥越来越重要的作用。从“引进来”到“走出去”,既是我国对外开放的重要战略,也是适应经济全球化的必然选择。政府要为企业“走出去”创造必要的条件,发挥其对企业“走出去”的支持和服务功能,从而使我国的企业成功地走向世界。
In 2001, the implementation of the “going out” strategy was formally written into the “Tenth Five-year Plan” of our country and was confirmed by the Fourth Session of the Eighth National People's Congress. The report of the 16th National Congress of the CPC pointed out: The implementation of the “going global” strategy is a major move to open a new phase to the outside world. It is estimated that in the next 5-10 years, the strategy of “going out” will play an increasingly important role in China's economic development and opening to the outside world. From “bringing in” to “going out” is not only an important strategy for opening up our country to the outside world, but also an inevitable choice for adapting to economic globalization. The government should create the necessary conditions for enterprises to “go global” and give full play to their support and service functions for “going global” so that Chinese enterprises can successfully go global.
