根据商务部公告2014年第23号,由中国再生资源回收利用协会负责起草的《废纸分类等级规范》(SB/T 11058-2013)已经商务部审核予以公布,并于2014年12月1日开始实施。这是国内首个对废纸分类和等级进行详细划分的行业标准。《废纸分类等级规范》根据废纸的来源和用途,将废纸划分为8类25个品级:废纸箱、废报纸、废书刊杂志、废牛皮纸、废卡纸、废铜版纸、废页子纸、特种废纸,并按照废纸质量、不合格废纸含量、禁物含量、水分含量的不同对每一类废纸进行2~4个等
