随着企业经营机制由计划经济向市场经济转化,旧的职工体育模式已不能满足职工群众日益增长的文化需求,而且与企业的经济行为发生严重冲突,已无法适应新时期企业内外环境的变化,正在经历一次全面而深刻的变革。出现了运行机制非指令化,活动内容多样化,活动形式小型化和经常化,组织体系网络化以及经费来源多元化的趋势。这些发展趋势向旧有的职工体育模式提出了全面挑战,同时,也为提高体育人口的质量、构建网络化的体育新格局和发展具有中国特色的体育手段提供了新的生长点。
