1998年政府机构改革具有较强的过渡性,其不成熟处表现为政府机构改革未能与党群、人大、政协、事业单位一起进行;政府职能转变的有关要求还有待进一步落实;机构设置仍需进一步合理化;人事制度改革滞后、不科学。进一步深化政府机构的对策则为重点改革政企关系,促进政府职能的转变;改革人事体制,促进国家行政队伍结构和素质优化;全面改革,整体推进;法律规范,依法推进。
The reform of government agencies in 1998 has a strong transitional phase. Its immaturity manifests itself in the fact that the reform of government agencies failed to be carried out with the mass organizations, the National People’s Congress, the CPPCC, and public institutions. The relevant requirements for the transformation of government functions have yet to be further implemented. Need to be further rationalized; the personnel system reform lags behind unscientificly. In order to further deepen the government agencies’ measures, we should focus on reforming the relationship between government and enterprises so as to promote the transformation of government functions, reform the personnel system, and promote the optimization of the structure and quality of the state administrative contingent; conduct comprehensive reforms and push forward as a whole; and promote legal compliance and law enforcement.
