第一条为了改善投资环境,吸收外国的公司、企业和其他经济组织或者个人(以下统称外商)投资,促进我省经济发展,根据有关法律和行政法规,结合我省实际情况,制定本条例。第二条本条例由县级以上人民政府组织实施。县级以上人民政府的对外经济贸易部门主管本行政区域内的吸收外商投资工作;计划、经济、税务、工商行政管理和其他有关部门以及银行、外汇、海关、商检、保险等机构,应按照各自的职责做好吸收外资工作。
Article 1 These Regulations are enacted in order to improve the investment environment and attract foreign companies, enterprises and other economic organizations or individuals (hereinafter collectively referred to as foreign investors) to promote the economic development in our province in accordance with the relevant laws and administrative regulations in the light of the actual conditions in our province. Article 2 These Regulations shall be implemented by the people’s governments at or above the county level. The departments of foreign trade and economic cooperation of the people’s governments at or above the county level shall supervise the work of absorbing foreign investment in their respective administrative regions; institutions such as planning, economy, taxation, industrial and commercial administration and other relevant departments as well as banks, foreign exchange, customs, commodity inspection and insurance shall, Duty to absorb foreign investment.
