来自教育部门的有关资料表明,自毕业生就业实行“双向选择,供需见面”后,国有企业依然是接收毕业生的第一渠道,1999年部属院校有26.33%的毕业生直接到国有企业就业。然而据中国社会调查事务所对京、沪、穗等五市500家大中型国有企业的人才流失与引进状况调查,近五年中被调查企业中引进与流失比最大的达1.79:1,每进一个人,就会流失近两个人,最小的流失率也有28%。据有关方面统计分析,毕业生毕业三至五年后跳槽的比例最大,因为经过几年的工作锻炼,大部分人已经“羽翼渐丰,展翅欲飞”了,国有企业似乎真应了那句俗话,“铁打的营盘流水的兵”。
