产业集群的效率取决于集群企业的集体行动,产业集群治理是产业集群赢得集体效率、规避锁住效应的制度安排。交易限制、集体惩罚与集群文化是产业集群内在化的非正式制度,非正式制度的外在化是集群治理正式制度的重要来源;制度化是高效的集群治理的保证。
The efficiency of industrial clusters depends on the collective actions of the cluster enterprises. The governance of industrial clusters is the institutional arrangement that industrial clusters win the collective efficiency and avoid the lock-in effect. Trading restrictions, collective punishment and cluster culture are the informal systems that internalize industrial clusters. The externalization of the informal system is an important source of the formal system of cluster governance. Institutionalization is the guarantee of efficient cluster governance.
