要全面建设小康社会,率先基本实现现代化,必须坚持“四个优先”的工作方针。一是坚持企业优先。处理好企业和政府的关系,不遗余力地支持企业发展。把企业放在优先发展的位置,通过企业发展带动全市生产力的发展。二是坚持效益优先。处理好效益和速度的关系,围绕财政税收、劳动就业、生态环保办企业。坚持经济效益、社会效益、生态效益的统一。三是坚持市场优先。处理好市场和计划的关系,在更大程度上发挥市场在资源配置中的基础性作用,健全统一、开放、竞争、有序的现代市场体系。加快市场化取向的国有企业改革,加快制度创新,建立起与社会主义市场经济体制相适应的企业制度。四是坚持基层优先。处理好基层和机关的关系,充实基层工作力量,强化基层基础工作。
To comprehensively build a well-to-do society and take the lead in basically realizing modernization, we must uphold the working principle of “four priorities.” First, adhere to business priorities. Deal with the relationship between enterprises and the government, spare no effort to support the development of enterprises. The enterprises should be given priority to development and the development of the city’s productive forces should be driven by the development of enterprises. Second, insist on giving priority to efficiency. Deal with the relationship between efficiency and speed around the fiscal tax, labor and employment, ecological and environmental protection to do business. Adhere to the economic, social, ecological benefits of unity. Third, adhere to market priority. Handle the relationship between the market and the plan, play a more fundamental role in the allocation of resources in the market, and perfect a modern, unified, open, competitive and orderly market system. We will speed up market-oriented reform of state-owned enterprises, speed up system innovation and establish an enterprise system that is compatible with the socialist market economic system. Fourth, adhere to grass-roots priority. We should properly handle the relations between the grassroots and the authorities, enrich the grassroots work force and strengthen grassroots work.
