根据我国改革开放的形势发展,特别是加入世贸组织所作承诺及世贸组织相关规则,为强化宏观调控,弱化行政审批,大力推进国际电子商务的运用,经外经贸部党组研究,并报请国务院领导批准同意,决定将外经贸发展司和对外贸易管理司现在承担的外贸管理方面的职能进行集中、合并和调整,组建对外贸易司(简称“外贸司”);组建国际电子商务管理司(简称“国际电子商务司”),将与国际电子商务、外经贸信息化等相关的工作职能并人国际电子商务管理司。
