南水北调工程是迄今为止我国最大的战略性水利基础设施,中线工程途经河南省731km,需动迁丹江口库区16.5万人。为赶时间、拼速度、抢机遇、夺胜利,河南省委、省政府审时度势、果断决策,提出了移民工作“四年任务、两年完成”的宏伟构想。在2年时间内要完成16.5万人的妥善安置,其难度不言而喻。众所周知,移民工作是一项十分艰巨而又复杂的社会系统工程,它直接关系着南水北调中线工程的成败,关系着河南社会大局的稳定。因此,各级政府尤其是广大移民工作者,要不负众望,克难攻坚,在努力实现“和谐移民、和谐搬迁”的大前提下,一定要认真研究和深入探讨新时期移民工作的新路子。
The South-to-North Water Diversion Project is by far the largest strategic water conservancy infrastructure in our country. The middle-line project passes through 731km in Henan Province and requires the relocation of 165,000 people in the Danjiangkou reservoir area. To hurry, fight speed, grab the opportunity to win the victory, Henan provincial party committee and government examined the situation, make decisive decisions, proposed immigration work “four years of tasks, two years completed ” magnificent idea. In a two-year period to complete the proper placement of 165,000 people, the difficulty is self-evident. As we all know, immigration work is a very arduous and complicated social system project, which directly relates to the success or failure of the mid-route project of South-to-North Water Diversion and the overall social stability of Henan. Therefore, governments at all levels, especially the vast number of immigrants, must live up to expectations and attack hardships, and on the premise of striving for “harmonious migration and harmonious relocation”, they must seriously study and discuss in depth the new ways of immigration work in the new era .
