尽管:阵风”(Rafale)战斗机的新型RBE2相控阵雷达刚刚进入飞行测试阶段——1993年7月7日装载在“阵风”原型飞机B01上进行了首次试飞,欧洲人对下一代战斗机雷达模型的研究与发展(R&D)都已经准备开始.1993年10月,英国GEC公司和法国汤姆逊无线电公司(Thomson—CSF)联合投资的GTAR项目小组获得了机载多功能固态有源阵列雷达计划(AMSAR)的第一阶段合同,合同额为1亿64万法郎.AMSAR雷达不但可用来代替RBEZ雷达,还能替换欧洲战斗机(EFA)200上的ECR90雷达.GTAR项目是在1991年形成的,在很大程度上是受意于法国政府和英国政府.GTAR就是GEC公司和汤姆逊无线电公司机载雷达计划(GEC—Thomson Airborne Radar)的缩写.GTAR计划的目的是研制有源阵列天线电子扫描战斗机雷达,用于火力控制,这种雷达的性能和可靠性均应优于目前的无源阵列RBEZ雷达和机械控制的ECR90雷达等系统.GTAR
