1993年劳动部颁发了《职业技能鉴定规定》(以下简称《规定》),实行职业技能鉴定社会化管理。建立职业技能鉴定组织实施机构——职业技能鉴定指导中心(以下简称“中心”),是实行职业技能鉴定社会化管理的重要环节,是贯彻《规定》的中心工作之一。劳动部于去年7月成立“中心”;湖北、北京、天津等8个省市建立了省级“中心”,10余个地市劳动行政部门组建了地、市“中心”;经劳动部批准,铁道、石油、水利等7个行业主管部门建立了行业特有工种“中心”。“中心”的建设取得了一定进展,
