党的十六届六中全会做出“构建社会主义和谐社会”的重大战略部署,这是以胡锦涛同志为总书记的中央领导集体,高举邓小平理论和“三个代表”重要思想伟大旗帜,面对国际国内新形势、贯彻落实科学发展观,推进我国经济社会发展的重大战略举措。在自治区第七次党代会上王乐泉书记所作的《为建设繁荣富裕和谐的新疆而奋斗》的报告中,也提出了“坚持以人为本,努力构建社会主义和谐新疆”的内容,指出要加强民族团结,旗帜鲜明地反对民族分裂,严厉打击影响新疆民族团结和社会稳定的“三股势力”,构建新疆社会主义和谐社会。
