目的:分析山西省2013—2015年度医疗机构的财政保障水平。方法:通过“山西省医疗机构服务能力分析与评估平台”采集全省59所三级医院和79所二级医院的财务数据。结果:二级医疗机构的保障水平高于三级医疗机构;妇幼保健机构的补助水平高于其他类型医院;山西省财政保障水平整体偏低,各医院主要依靠日常运营来弥补成本。结论:(1)呼吁建立稳定和可持续的财政保障机制;(2)各级医疗机构应通过医联体、医疗集团等方式与其他级别医疗机构联动发力,增强自身竞争力,减少对财政补偿的依赖
Objective: To analyze the financial security level of medical institutions in Shanxi Province from 2013 to 2015. Methods: The financial data of 59 third-level hospitals and 79 second-level hospitals across the province were collected through the platform of “Analysis and Evaluation of Service Capabilities of Medical Institutions in Shanxi Province”. Results: The level of protection of secondary medical institutions is higher than that of tertiary level medical institutions. The level of subsidies for MCH institutions is higher than that of other types of hospitals. The overall level of financial security in Shanxi Province is low. The hospitals mainly rely on daily operations to make up for the costs.
