近年来,“双抢”犯罪不断上升,尽管各地公安部门采取各种措施,全面加大打击力度,但由于街面“双抢”犯罪成本低、犯罪成功率高、抓现行犯罪难、调查取证难、法律量刑低等各种原因,这类犯罪并没有得到有效控制,反而有愈演愈烈之势。这一现状,已严重影响了居民出行的安全,在一些地方甚至引起了市民的恐慌,成为影响和严重危害人民群众生命财产安全的热点问题和构建和谐社会的一大隐患。
