很多省份都有类似山区、革命老区、欠发达的区域,如何转变政策思路,探索欠发达地区加快发展是落实科学发展观、实现区域统筹发展的现实要求。继十六届三中全会提出“五个统筹”后,“十一五”规划纲要中也强调,要加大财政转移支付力度和财政性投资力度,支持革命老区、民族地区和边疆地区加快发展。目前,各省区积极谋划省内区域统筹发展的战略,并采取各种措施着力缩小省内不同地区发展差距。
In many provinces, there are similar mountainous areas, old revolutionary bases and underdeveloped areas. How to change policy ideas and explore less developed areas to speed up their development are the practical requirements for implementing the scientific development concept and realizing regional overall development. Following the “five co-ordination plans” put forward by the Third Plenary Session of the 16th CPC Central Committee, the “11th Five-Year Plan” also emphasizes that efforts should be made to increase the fiscal transfer payments and financial investments and support the accelerated development of the old revolutionary base areas, ethnic minority areas and border areas . At present, all provinces and autonomous regions actively plan the strategy of regional integrated development in the province and take various measures to reduce the development gap in different regions of the province.
