融资性租赁设备,有它优势,但也有它的不足,必须在实际工作中加以解决,以取得良好的效果。 1.医院采用融资性租赁更新设备时,一定要符合政府区域卫生规划的要求。区域卫生规划是政府对卫生事业发展实行宏观调控,合理配置并充分利用现有的卫生资源,提高卫生资源利用效率的重要手段。它以满足区域内全体居民的基本卫生服务需求为目标,对机构、单位、人员、设备和经费等卫生资源实行统筹规划,合理配置。各个医院无论采用何种筹措方式来更新医疗设备,都必须服从于政府的区域卫生规划,依靠国家投入支付租赁费的融资性租赁设备更应如此,否则,医院进行融资性租赁要么成为一句空话,不能实现,要么各个单位盲目引进设备,形成新的一轮设备竞赛,造成严重的卫生资源浪费。要解决这个问题,一是要靠政府卫生主管部门制定政策,限制不符合区域卫生规划的盲目引进;二是要靠医院自觉遵守国家的法律、规章。

Each hospital adopts the government’s regional health plan no matter what kind of financing method is used to update medical equipment. Financing lease equipment that depends on the state to invest in leasing fees should be the same. Otherwise, the hospital’s financing lease will become empty talk. Can not be achieved, or blindly introduce equipment to various units to form a new round of equipment competition, causing serious waste of health resources. To solve this problem, the first is to rely on the government’s health department to formulate policies to limit the blind introduction of non-compliance with the regional health plan; the second is to depend on the hospital to consciously abide by the national laws and regulations.
