人才是事业发展的根本力量。推动事业前进,抢占科技创新的制高点,首先要成为人才集聚的制高点。忽视了人才优先发展,这样的事业必然缺乏后劲、不可持续。历史经验一再告诉我们,如果仅仅把人才投入当作一次性的投入,而不注重人才的长期培养,事业就会后续无人,发展就会遭受瓶颈制约。谁掌握了大量人才,健全了人才的培养链条,谁就能够立于不败之地,实现可持续发展。有些地方走“人尽其用”的极端,过度透支人才;有些地方既想马儿跑得快,又想马儿不吃草。这种“一劳永逸”的想法只会扼杀人才。资源会枯竭,人才却可以培养。从30年前的2名技术人员
Talent is the fundamental force of career development.
