科技的发展与进步,迫切要求新一代劳动者具有一定程度的计算机知识和技能。《中共中央国务院关于深化教育改革全面推进素质教育的决定》明确指出:“在高中阶段的学校和有条件的初中、小学普及计算机操作和信息技术教育。”由于多种因素影响,计算机教育(在此仅指信息技术课程)的发展极不平衡,在理论、教材、教法、管理、评价等方面,均未形成严密而完善的体系,教材建设一纲多本,教学目标和具体内容的设置、教学方法和手段的运用尚处于探索阶段,存在交流甚少、自成一家的现象。
