罗聘(1733-1799年),字遯夫,号两峰、花之寺僧、衣云和尚等,安徽歙县人,侨居江苏扬州。擅画人物、佛像、花果、梅竹、山水,与汪士慎、黄慎、金农、高翔、李、郑燮、李方膺并称“扬州八怪”。尤工画鬼,多次画《鬼趣图》,借以讽刺当世。罗聘为“扬州八怪”中最年轻者。24岁时,拜金农为师,学诗习画,30岁时在扬州画界崭露头角。清乾隆三十六年(1771年),罗聘携画至京师拜谒名流,所作8幅《鬼趣图》最受关注。
