On December 15, 2013, the donation equipment ceremony to the stricken areas in Heilongjiang Province by the National Center for Public Cultural Development of the Ministry of Culture and the training program to promote shared digital engineering resources and public digital cultural resources in Heilongjiang Province in 2013 were held in Daqing City Library. Liu Gang, Director of Training and Guidance Department, National Center for Public Cultural Development, Ministry of Culture, Gao Wenhua, Director of Heilongjiang Provincial Library, Xing Kaihua, Deputy Director of Culture, Broadcast and Television Press and Publication Bureau of Daqing City attended the opening ceremony and delivered speeches. Heilongjiang Provincial Department of Digital Resources Technology Director Zhang Dayao presided over the meeting. From the seven cities in the western part of the province,
