国家科委邓楠副主任在今年五月召开的中央级科研院所财务管理改革经验交流会上指出:“为使科技工作适应改革的新形势和国民经济持续、快速、健康发展的要求,科技工作改革和发展的总的指导思想是:努力贯彻落实‘科学技术是第一生产力’的战略思想,继续执行‘面向、依靠、攀高峰’的基本方针,在贯彻‘稳住一头,放开一片’的基础上,深化科技体制改革,促进科技发展,加速科技经济一体化进程,增加科技第一生产力的显示度.”在今年一月召开的全国农业工作会议上,刘江部长把“推进科技进步,强化科技兴农”作为农业部的一项重点工作,并指出,“为了搞好科技兴农,要继续深化农业科技体制改革.进一步贯彻‘稳住一头,放开一片’的方针.农业科研要提倡公开招标、公平竞争,对基础性研究、生产急需的科研项目要择优支持,使有限资金发挥更大效益.科研单位内部要调整结构,分流人员,打破平均主义,形成国家支持与自我发展相结合的新体制.”
