在科技革命突飞猛进、科技进步日新月异的新时代,国有大中型企业怎样才能提高和发挥控制力与竞争力?大量成功和失败的经验告诉我们:在积极进行制度创新、管理创新的同时,必须突出抓好技术创新。首先,经济发展的新趋势使得单靠老技术、老产品发展的模式已经成为过去,主要靠卖方依据成本定价的价格形成机制将被淘汰。事情正在颠倒过来:由市场选定新产品决定生产的发展,市场给定价位迫使企业去接受。而要想在市场竞争中取得主动权,就必须依靠“第一生产力”创造新产品,提高质量,降低成本,以倒算的方式形成新的本利机制,适应、引导消费者,战胜竞争对手。目前,技术、设备比较落后,是国有企业中普遍存在的问题。

In order to gain the initiative in the market competition, we must rely on “primary productive forces ” to create new products, improve quality and reduce costs, and formulate new profit-making mechanisms in a countervailing manner so as to adapt and guide consumers and overcome competition opponent. At present, technology and equipment are relatively backward and are common problems in state-owned enterprises.
