2015年1月29日,北京市第十四届人民代表大会第三次会议通过了《北京市居家养老服务条例》。这是继2014年制定《北京市大气污染防治条例》后,市人民代表大会行使大会立法权继续迈出的坚实一步。此次立法是深入贯彻落实党的十八届四中全会精神,坚持以民为本、立法为民理念,积极回应群众关切的具体实践,也是积极应对人口老龄化战略部署的重要举措。这部法规的出台,对于凝聚基本共识、确立服务模式和制度框架,明确发展方向具有重要意义。条例颁布后,社会各界反响强烈。
January 29, 2015, the fourteenth Beijing Municipal People’s Congress passed the third meeting of the “Beijing Home Care Services Ordinance.” This is a solid step after the “Regulations of Beijing Municipality on Prevention and Control of Air Pollution” was enacted in 2014, and the Municipal People’s Congress will continue to exercise its legislative power. This legislation is an important measure to thoroughly implement the spirit of the Fourth Plenary Session of the 18th CPC Central Committee, adhere to the principle of taking the people as the basis and the concept of legislation as the people and actively respond to the masses’ concerns, and also an important measure to actively respond to the strategic deployment of an aging population. The promulgation of this regulation is of great significance to unifying the basic consensus, establishing the service mode and institutional framework, and clearly defining the direction for development. After the promulgation of the Ordinance, all sectors of society reacted strongly.
