(财政部、中国人民银行、监察部、审计署2002年9月29日财库[2002]48号文印发) 第一章总则第一条为了规范中央预算单位银行账户管理,促进财政国库管理制度改革的顺利实施,从源头上预防和治理腐败,根据有关法律、行政法规,制定本办法。第二条本办法适用于中央各部门及所属行政事业单位和财政预算单列的企业集团总公司(以下统称中央预算单位)银行账户(包括人民币和外汇存款账户)的管理。
