党的十四届五中全会《建议》提出,积极推进经济增长方式的转变,把提高经济效益作为经济工作的中心,是我们在今后15年经济和社会发展中必须贯彻的一条重要方针。 所谓经济增长方式的转变,是指从粗放型经济向集约型经济的转变。现在提出转变经济增长方式问题,是我国经济发展到今天的必然要求。新中国成立后,经过40多年的建设,我国已形成比较完整的工业体系和国民经济体系,经济规模已相当可观。但是由于我们的经济高速增长主要靠高投入支撑,仍然采取以铺摊子、上项目等为主的外延式发展。因此,资源消耗高、资金周转慢、损失浪费多、经济效益低的问题也很突出。长此以往,我国的经济很难持续、健康发展下去。
The “Proposal” proposed by the Fifth Plenary Session of the 14th Central Committee of the Party put forward that actively promoting the transformation of the mode of economic growth and taking economic improvement as the center of economic work are an important guideline that we must implement in the economic and social development in the next 15 years. The so-called transformation of economic growth means the transformation from extensive economy to intensive economy. Now, the issue of transforming the mode of economic growth is an inevitable requirement for our country’s economic development today. After the founding of New China, after more than 40 years of construction, our country has formed a relatively complete industrial system and a national economic system, and the scale of the economy has become quite impressive. However, due to the high input and support we rely mainly on our rapid economic growth, we still adopt the epitaxial development mainly based on shops, projects and so on. Therefore, the problems of high resource consumption, slow capital turnover, loss and waste, and low economic benefits are also prominent. Over time, the economy of our country is difficult to sustain and healthy development continues.
