秭归,位于长江三峡之西陵峡北岸,西毗川东,东近宜昌,汉置秭归县,是屈原和王昭君的故乡。这是一个有名的山区。老苏区和边缘地区,当然也是一个贫困地区。但是,在市场经济确立后,山区要崛起,如何把握市场经济、改革开放和兴建三峡工程的有利机遇,重塑秭归,把屈原和昭君的故乡建设得更美,关键是解放思想,特别是领导者的思维方式。这里特发表秭归县县长汪元良同志的文章。我们认为,本文中所阐发的观点,对于改变山、老、边区的面貌具有普遍的意义。
