关于财政制度效益的评价是财政理论研究的前沿问题,本文通过对财政制度内涵的解释,从财政制度的经济收益和社会收益出发认为,财政制度的有效性是财政制度收益与财政制度成本的比率;提出了X—效率标准与帕累托效率标准等七大标准;确定了公共选择法等四种方法并设计了整体评价指标。
The evaluation of the efficiency of the financial system is the frontier issue of the theoretical research of the financial system. By explaining the connotation of the financial system, this paper starts from the economic benefits and social benefits of the financial system.
