在邓小平建设有中国特色社会主义理论指导下,1996年3月全国人大将“依法治国,建设社会主义法制国家”确定为治国方针;同年10月党的十四届六中全会就加强社会主义精神文明建设再次作了决议。这是我国政治生活中的大事,也是深深影响世纪之交我国建设与发展的大事。从理论上弄清、实践中处理好依法治国与精神文明建设的关系,有重要的现实意义和深远的历史意义。
