县（市）是我国社会经济功能比较完善的基本单元，县城经济既是城市经济与乡村经济的结合，又是宏观经济与微观经济的结合，综合性职能很强，是实现国家对整个经济活动进行控制的重要环节。准确评价一个县（市）的社会经济发展状况，全面了解和比较县（市）之间的差异，对促进各县（市）健康、全面，可持续发展具有重要意义。为此，国家统计局农村社会经济调查总队运用最新的县（市）社会经济统计资料，采用定量与定性相结合的分析方法，首次对我国全部县及县级市的社会经济综合发展水平和可持续发展潜力进行了综合测评和比较。本刊在２００２年第一期独家发布了这次测评的主要结果，即中国县（市）社会经济综合发展指数位列前１００名的县（市）及有关测评方法。为了更加全面深入的反映这次测评的基本情况，特别是综合发展指数位列前１００名县（市）的社会经济发展情况，本刊特邀请直接参与测评工作的专家张毅同志，对这次测评结果进行了综合分析，以使读者更加全面地了解和掌握这次测评工作的第一手资料。
