最近,关于中国外资政策会不会有变化等有过一些讨论。这样的担心可以理解,但完全没有必要。中国外资政策的适当调整,是中国外资政策趋于成熟的一个标志。它是中国利用外资的自我完善,而决不是中国外资政策变化的一个信号。正如国家计委主任陈锦华所言,中国外资政策已在九五计划和2010年远景目标规划中确定好了,政府在吸引外资方面鼓励什么、限制什么、禁止什么,政策是明确规定好了的,不会随意改变。
Recently, there have been some discussions on whether there will be any change in China’s foreign investment policy. Such worries are understandable, but totally unnecessary. The proper adjustment of China’s foreign investment policy is a symbol of the maturity of China’s foreign investment policy. It is China’s self-improvement in utilizing foreign investment and by no means a signal of changes in China’s foreign investment policy. As Chen Jinhua, director of the State Development Planning Commission, said, China’s foreign investment policy has been well established in the Ninth Five-Year Plan and the 2010 Vision Plan. What are the government’s incentives to attract foreign investment, what are the restrictions and what are banned? The policies are clearly defined, Will not change freely.
