为探索尚未发生的东海地震等大地震的发生机制,日本和法国将派特殊潜水艇潜入沿日本列岛的六千余米深的海沟,对海沟和地壳板块进行联合调查,以查明由地震引起的地形变情况。5月14日,日本文部大臣小川平次和随法国总统密特朗一同前来日本的法国研究技术部长切温门特进行会谈,统一了意见,正式同意在1984年开始实施为期2年的日法联合调查计划。这次调查计划如果成功,将成为大地震预报的宝贵线索。
