公安机关需要调整工作视野和范围,从消除“刻板印象”做起,充分理解网民心理,主动融入网络文化,获取社会舆论的主动权。警察是社会转型期的特殊群体。一方面要直接面对、处理社会转型期的矛盾,另一方面要承受舆论环境变化所带来的诸多考验。网络社会的崛起更让今天的公安机关身处一个复杂的公共关系环境:以往的工作环境相对固定、具有边界性,而现在已经突破了地域,单一事件影响力动辄上升到全国范围;以往工作模式是“一对一”案件处理,现在转变成了“案件——舆情——公众反映”的模式。
