质检队伍建设,实质上是人力资源开发与管理,也就是以质检员及质检工作等为管理对象,追求质检员与质检工作、质检员与质检部门的协调,达到对质检队伍的合理使用与开发,充分调动质检员的积极性和最大潜能,为提高质检工作的经济性和有效性及武钢产品实物质量竞争力提供人力资源保证。因此,我们必须要用系统论思想,从战略高度研究新形势下的质检队伍建设问题,努力塑造一支适应质检工作和武钢生产经营长远发展要求的“四有”质检队伍。我认为把握以下三个原则很重要。一、整体性原则。系统论的本质特征就是有机整体性。因此,把握质检队伍的有机整体性,把质检队伍建设作为一个系统工程来抓,才能有效推进质检队伍建设。
