党的十七大是在我国改革发展关键阶段召开的一次十分重要的大会。紧密结合行业实际,深入学习和贯彻十七大精神,是保险业当前和今后一段时期的首要政治任务。十六大以来,我国保险业取得了明显成绩,但同时仍存在一些制约发展的障碍和不利因素,呈现出一系列阶段性特征。中国特色保险业发展道路的基本要求是坚持以人为本;提高科学发展的能力和服务和谐社会建设的能力;发挥经济补偿、资金融通和社会管理功能;处理好加快发展与防范风险的关系、市场机制与政府推动的关系、经济效益与社会效益的关系、推进创新与加强监管的关系。发展中国特色保险业的主要目标是努力建设市场体系完善、业务规模较大的现代保险业;努力建设服务领域广泛、功能充分发挥的现代保险业;努力建设经营诚信规范、综合竞争力较强的现代保险业;努力建设依法科学监管、风险有效防范的现代保险业;努力建设社会广泛支持、外部环境良好的现代保险业。贯彻落实十七大精神必须全面贯彻落实科学发展观;进一步解放思想;继续深化保险改革;保持良好的精神状态。
The 17th CPC National Congress is a very important conference held at the crucial stage of our country’s reform and development. To closely integrate with the actual conditions in the industry and thoroughly study and implement the spirit of the 17th National Party Congress is the primary political task for the current and future period of the insurance industry. Since the 16th National Congress of the Communist Party of China, the insurance industry in China has made remarkable achievements. However, at the same time, there are still some obstacles and unfavorable factors that restrict development, showing a series of phased characteristics. The basic requirements for the development path of the insurance industry with Chinese characteristics are to adhere to the people-oriented principle; to enhance the capability of scientific development and to serve the construction of a harmonious society; to give full play to the functions of economic compensation, financial intermediation and social management; to properly handle the relationship between accelerating the development and guarding against risks, The relationship promoted by the government, the relationship between economic benefits and social benefits, the relationship between promoting innovation and strengthening supervision. The main objective of developing the insurance industry with Chinese characteristics is to make efforts to build a modern insurance industry with a sound market system and a relatively large scale of operation. We will strive to build a modern insurance industry that has a wide range of services and functions and will make full efforts to build a modern insurance industry.
