国家科委“火炬”代表团于1991年5月分别考察、访问了法国和比利时两国。代表团在法、比期间,考察了两国科学园区建设,参观了一批高技术企业、大学和促进科技界与企业界加强联系方面发挥积极作用的中介服务机构,以及银行、风险投资机构、职工退休保险等单位。代表团与法、比两国科学园区的管理部门,园区所在地政府、企业界、科技界、教育界、商会及银行、金融、保险部门的负责人进行了一系列深入会谈和讨论,处处感受到法、比两国民间希望同中国在高技术领域进行合作的强烈愿望。此次出访,代表团在宣传火炬计划、对口洽谈、建立合作渠道、学习了解法、比政府支持和发展高技术产业的经验和管理方式方面取得了圆满成功。
