建立适应市场经济要求,产权清晰、权责明确、政企分开、管理科学的现代企业制度是一项艰巨复杂的涉及面很广的系统工程。对此,必须依靠政府、企业和社会各个有关方面积累经验,创造条件,逐步推进,既不能搞形式主义,一哄而起,又不能消极等待,无所用心。应当看到在这个问题上,企业对自身的重要作用认识不足,坐等观望,单纯依靠上级部门拿主意、出方案的倾向是十分有害的。这种倾向严重滞阻企业建立现代企业制度的进程,为此,企业必需明确自身在建立现代企业制度过程中的地位和作用,增强企业的参与意识和适应能力,从企业自身抓起,充分发挥企业的主动性、积极性和创造性,才能加快“转机建制”的步伐。本文仅从企业的角度谈谈如何迎接制度创新的问题。
The establishment of a modern enterprise system that meets the requirements of a market economy, clear property rights, clear rights and responsibilities, separation of government and enterprises, and management science is an arduous and complicated system project involving a wide range of issues. In this regard, we must rely on the government, enterprises, and all relevant parties in society to accumulate experience, create conditions, and advance gradually. We must not engage in formalism, rise up all at once, and must not wait passively and have no intentions. It should be noted that on this issue, enterprises are not sufficiently aware of their important role. Waiting to wait and see, simply relying on the superior’s tendency to take the initiative and plan out is very harmful. This tendency has severely hindered the process of enterprises establishing a modern enterprise system. For this purpose, enterprises must clearly define their position and role in the process of establishing a modern enterprise system, enhance their awareness of participation and adaptability, and seize it from the enterprise itself. Only when the initiative, enthusiasm, and creativity of a company can accelerate the pace of “transformation”. This article only talks about how to welcome system innovation from the perspective of the enterprise.
