今年是“九五”计划的第一年,在国家财政、信贷、投资继续紧缩的情况下,深圳市“三个根本性转变”逐步实施,国民经济运行呈现平稳增长的态势,1～3月全市国内生产总值达171.8亿元,增长19.2％。同时,经济发展中也存在一些突出问题,需要采取切实有效的措施加以解决。 一、国民经济持续稳步增长 1、工业生产增幅较高,结构有所改善 一季度工业生产增势强于去年,产销衔接转好。深圳市工业总产值完成195.69亿(1990年不变价),增长24.6％,较去年同期19.2％的增幅提高5.4％;工业品销售串达97.3％,增加0.5％。工业生产的特点一是“三资”企业保持较快增长。“三资”企业仍是深圳市工业增长的主动力,一季度工业产值132亿元,增长24.2％,占全市工业总产值比重近七成。二是重工业发展势头强劲,轻重工业结构继续调整。深圳市重工业产值90.19亿元,增长37.4％,增幅高出轻工业21.8％,轻重工业产值比重由上年同期的58:42调整为54:46,重工业比重上升4％。三是大中型工业企业经济效益有所提高。根据50家大中型企业调查数据显示,1～2月份综合效益指数为187％,比去年同期提高35％,高于今年全市的平均水平。 2、固定资产投资规模适度控制,投资结构继续调整 一季度深圳市全社会固定资产投资完成50.76亿元,增长7.0％,增幅回落5
