编者按： 医疗事故和医疗纠纷是目前社会关注的热点问题， 是令卫生行政管理人员头痛和棘手的问题， 令医院和医务人员谈虎色变， 是令有关患者和家属痛心、伤心、烦心的问题。目前医疗事故和医疗纠纷已在很多地区造成了不良的社会影响， 严重影响了医院的正常运作， 威胁到有关医务人员安全， 给受害者及家属造成严重的伤害。其原因是多方面的， 其中一个非常重要的因素就是社会各界对医疗事故和医疗纠纷没有深入、正确的认识造成的。同济医科大学管理系受湖北省卫生厅委托， 对医疗事故和医疗纠纷等医疗风险进行了理论探讨， 为社会各界， 包括医院对此类问题有正确认识， 加强有关风险防范和正确、公平处理医疗风险事故提供参考。
Editor’s note: Medical malpractices and medical disputes are currently hot topics of concern to the public. They are headaches and thorny issues for health administrators. It makes hospitals and medical staffs disdain, and it is a matter of distress, heartbrokenness, and distress for the patients and their families. At present, medical malpractices and medical disputes have caused adverse social impacts in many areas, seriously affecting the normal operation of hospitals, threatening the safety of relevant medical personnel, and causing serious harm to victims and their families. There are many reasons for this. One of the most important factors is the lack of thorough and correct understanding of medical accidents and medical disputes. The Management Department of Tongji Medical University was entrusted by the Hubei Provincial Department of Health to conduct theoretical discussions on medical risks such as medical accidents and medical disputes. It is necessary for all sectors of society, including hospitals, to have a correct understanding of such issues, and to strengthen relevant risk prevention and correct and fair treatment of medical care. Risk incidents provide a reference.
