在第七届国际反贪污大会上,全国人大常务委员会委员、全国人大法律委员会副主任厉以宁教授说,要加快经济立法,铲除贪污。他提出,对于“高薪养廉”的作用要有恰如其分的估计,不能估计过高,更不能认为唯有“高薪”才能“养廉”,不实行“高薪制度”似乎就没有办法进行廉政建设了。对于国家公务人员来说,需要有三种机制:一是筛选机制,二是保障与激励机制,三是约束与监督机制。
At the Seventh International Conference on Anti-corruption, Professor Li Yi-ning, member of the NPC Standing Committee and deputy director of the NPC Law Committee, said that it is necessary to speed up economic legislation and eradicate corruption. He proposed that there should be a proper estimate of the role of “high-paying and honest-keeping” and can not be overestimated. Nor can it be considered that only “high salaries” can be used to “raise bargains” and that there is no way to implement the “clean government” without implementing the “high-paying system.” For national civil servants, there are three mechanisms needed: one is the screening mechanism, the other is the safeguard and incentive mechanism, and the third is the restraint and supervision mechanism.
