21世纪将是知识经济的时代,知识经济的发展从根本上讲是取决于对知识的生产、传播和应用以及对科技成果进行有效地保护。因此,未来的科学技术工作和经济建设要求我们必须强化专利制度建设,不断提高知识产权的保护水平。所以,我省在制订科技发展“十五”计划和2015年远景规划时,应充分考虑到这一时代特征。如何编制我省专利事业“十五”计划和2015年远景规划,笔者提出以下几点意见。
The 21st century will be the era of knowledge-based economy. The development of knowledge-based economy fundamentally depends on the production, dissemination and application of knowledge and the effective protection of scientific and technological achievements. Therefore, the future work of science and technology and economic construction require that we must strengthen the construction of the patent system and constantly raise the level of protection of intellectual property rights. Therefore, when formulating the Tenth Five-Year Plan for Science and Technology Development and the 2015 Vision Plan, our province should take full account of the characteristics of this era. How to compile the “Tenth Five-year Plan” of patent undertakings in our province and the long-term plan of 2015? The author puts forward the following opinions.
