近日,浙江省绍兴市运管部门因涉嫌“钓鱼”式行政执法,被该市某企业负责人吕国军以“‘设饵钓鱼’式行政执法行为违法”等缘由告上法庭,“暗中执法”在当地引发了不小的争议。吕国军自述被该运管部门的“职业线人”引诱上钧,从而因“非法营运”被罚款。7月6日,绍兴市越城区法院公开开庭审理吕国军诉绍兴市道路运输管理部门的交通行政处罚争议一案。
