湖北省试行的审前社会调查制度的适用对象不再局限于未成年人,而是适用于拟判决管制、宣告缓刑、剥夺政治权利并在社会上服刑的被告人或拟裁定假释的罪犯,是对未成年人社会调查制度的发展和完善。但是,此制度仅仅适用于审判阶段,没有涵盖审查起诉阶段,同时也没有和未成年社会调查制度相衔接,在此基础上应建立全国统一的刑事社会调查制度。
