秦焕民出生于江苏省启东县的一个普通的农民家庭,1932年随父母迁至大丰县北灶村垦荒。抗日战争爆发后,所在地连年大水,国民党的苛捐杂税、伪军封锁和日本鬼子的清乡扫荡,全家生活每况日下。1941年,新四军深入到大丰县宣传抗日救国主张,并与国民党保安团和税警团作了针锋相对的斗争,维护了人民群众的利益,享有很高的威望。当年,秦焕民年仅15岁,但他明确认识到,共产党是为穷人打天下的党,是穷人的救星。
Qin Huanmin was born in Qidong County, Jiangsu Province, an ordinary peasant family, with his parents in 1932 moved to Dafeng County Kitazoo reclamation. After the outbreak of the war of resistance against Japan, the location year after year floods, the Kuomintang excesses and miscellaneous taxes, the puppet blockade and the Japanese devils Qingxiang raids, the family life under deteriorating conditions. In 1941, the New Fourth Army went deep into Dafeng County to propagandize the idea of resisting Japan and saving the nation, and conducted a tit-for-tat struggle with the Kuomintang security and tax police groups, safeguarding the interests of the people and enjoying high prestige. In the same year, Qin Huanmin was only 15 years old. However, he clearly realized that the Communist Party is the party that has laid the groundwork for the poor and is the savior of the poor.
