在发展社会主义市场经济的新形势下,如何突破乡镇企业经营机制转换中的局限,切实解决政企不分,两权相联,资金紧缺,运转失灵的矛盾,以更灵活的运行机制适应市场经济的需要,是把企业推向市场的关键。赣榆县沙河镇结合自身实际,在全镇12个企业中,率先推行公有私营形式,为实现两权分离,政企分开,促进乡镇企业持续稳定发展,探索了一条新路。
Under the new situation of developing a socialist market economy, how can we overcome the limitations in the transformation of the management mechanisms of township and village enterprises, effectively solve the problems of non-division of government and enterprises, link the two powers, shortage of funds, and failure of operation to adapt to the market with more flexible operating mechanisms?
